Tracking the Urban Environment
The Urban Tracking Course is a high-tempo, operationally focused mantracking program designed specifically for law enforcement professionals operating in complex urban environments. This course trains officers to rapidly identify, interpret, and follow human sign in real time while moving through streets, alleys, structures, and high-density areas.
Emphasis is placed on speed, accuracy, and decision-making under pressure — the operational conditions that define urban pursuit and search. Performance-driven scenarios replicate the reality of urban mantracking: fleeting windows, contested terrain, and subjects who know the geometry as well as the officers chasing them.
NTOA TROS Tier 1 Alignment
The 2023 NTOA Tactical Response and Operations Standard (TROS) identifies tactical tracking in urban environments as a required capability for Tier 1 SWAT teams and an optional capability for Tier 2–4 teams (Figure C-11). This course directly addresses that standard. If your urban SWAT team does not have organic tracking capability, the Urban Tracking Course closes that gap with the most experienced active operational instruction available.
What You Will Learn
Students develop the ability to track single or multiple subjects in environments where sign is limited, degraded, or intentionally disrupted. Training also includes:
- Recognition of evasion tactics and counter-tracking methods
- Rapid sign identification at operational tempo
- Tracking across varied urban surfaces (pavement, concrete, dust, debris)
- Interior and structure tracking considerations
- Team coordination during fast-moving pursuit operations
- Decision-making under speed and accuracy pressure
This is a performance-driven course built to enhance operational effectiveness in real-world urban pursuit and search scenarios where time, clarity, and precision are critical.
Why the Instructor Matters
Fernando Moreira brings 40+ years of active operational tracking experience to every course, and his instruction reflects current field doctrine rather than legacy curriculum. He has trained federal law enforcement tactical units, urban SWAT teams, and allied defense forces. The Urban Tracking scenarios reflect conditions Fernando has actively operated in — not reconstructed case studies from secondary sources.
